Permit Application by Non-logged in User

1. Click the Permit Application link and enter information in all required fields. 

2. System does not allow for Owner search if not logged in. If the user entering the Registration is a driller, they should register first before entering the New Well Registration. 

3. An error message is generated if a duplicate email is entered. User will be prompted to login. 

4. If it is a new Owner, the system will create a user account and email the Owner the password. The system does not create the Driller User Account. The admin receives an email with the Driller Info and can enter them in the system. This allows the admin to verify that the driller is not already in the system and just didn’t login to enter registration.
