1. Select fiscal year and the start/end dates prepopulate.
2. User can select to return for all wells or only new wells 
3. Sums the Annual Production amounts from wells with active permit term within the date range entered.

1. Select fiscal year and the start/end dates prepopulate
2. User can enter specific Permit number and Search
